If the owner cannot attend a handover in person, how would you organise an independent check and a clear record of the result?

This question is relevant across the Middle East and Africa, but the local process will differ. I'd want the scope, access and reporting responsibility agreed before the date arrives.

Clarify what the person is qualified to assess. Collecting keys, taking photographs and inspecting building defects are different jobs.
