I would still avoid turning the client’s concerns into the whole inspection. Send the known snag list, certainly, but ask whether the inspector will conduct the agreed general inspection as well. Otherwise an obvious unlisted area may receive too little attention.
 
That is a good distinction: known concerns should supplement the scope, not silently replace it. The written instruction can separate the general inspection from specific items the client wants examined.
 
On fees, ask for the complete amount and what it covers: attendance, report, reasonable clarification afterward and any return visit. If additional charges may arise, the trigger and basis should be written down.
 
Cancellation and failed access also need a line in the proposal. If building entry is refused or the appointment changes, both sides should know in advance whether the fee moves to a new date or part of it becomes payable.
 
When checking insurance, I would ask for evidence relating to the actual inspection service being offered, then verify anything unclear with the provider or insurer. Requirements and cover can vary, so assumptions based on a company name are not enough.
 
The conflict question should be answered in writing. If an introduction came through an agent, contractor or developer, the client can ask whether any fee or other benefit is attached to that referral. Disclosure does not automatically resolve the conflict, but it allows an informed decision.
 
A concise enquiry could therefore say: property type and stage, approximate size, Dubai location, access status, deadline and main concerns. Then ask for scope, exclusions, deliverable, timing, complete fee basis, revisit terms, credentials, insurance details and conflict disclosure. That should produce proposals that are genuinely comparable.
