Whichever percentage you choose, divide the contingency into identified risks and genuinely unknown conditions. Record each draw against a decision rather than treating it as spare budget. That also shows when survey work has actually retired a risk instead of simply moving it elsewhere.
 
One remaining gap is whether the intended occupation changes during or after the renovation. That could alter access, fire, electrical and approval assumptions, so it needs answering before the tender documents are frozen. It is more fundamental than choosing a 15% versus 20% allowance.
 
The practical next move is a short investigation package covering structure, roof/moisture, electrical capacity and drainage access, followed by a coordinated scope and exclusions schedule. Reprice after those results, keep approval and procurement dates in the programme, and set contingency only against the risks that remain.
