Renovation budget for a 210 m² warehouse in Paris / energy label

An initial contractor conversation has raised a new question: which investigations need to happen before the quotations are worth comparing?

I have set a provisional budget of €180,800 for renovating a 210 m² Paris warehouse. The intended work includes fitting out the kitchen and washrooms, renewing finishes, checking the wiring and improving energy performance. I am not planning an extension or other structural alterations.

The larger risks seem to be moisture, plumbing access, the extent of electrical replacement and items each contractor assumes another trade will cover. Long delivery times could also disrupt the sequence.

Would you commission the building and moisture surveys before asking trades to price? I would also appreciate examples of exclusions that should be challenged, particularly around electrical work, making good and delayed materials.
