The finish choices were not what made me question the €171,400 budget. It was the fact that contractors excluded different pieces of work, making their totals for the 230 m² Helsinki coastal home difficult to compare.
The project covers the kitchen, bathrooms, floors, decoration, an electrical assessment and moderate energy improvements, but no extension. The uncertain areas are hidden moisture, plumbing access, electrical work found after surfaces are opened, sequencing and materials with long lead times.
My current rule would be to retain a larger contingency while those items remain unresolved, then reduce it if targeted inspections and quotes based on a common scope provide better evidence. What should the surveyor examine or open up? I also need to know which assumptions, exclusions, electrical items and permit-related costs should be settled before appointing a contractor.
