My preference after these points would be to compare proposals on the report first, then add coordination only where responsibilities are explicit. The cheapest bundled offer could have the largest cash downside if it misses an offer deadline or leaves the operating arrangement unexamined.
 
Before selecting anyone, give the finalists the same property facts and deadline, then request revised written scopes. Their questions and exclusions may be as revealing as their prices. If they cannot explain who remains responsible after report delivery, assume that support is not included.
